Six charged with manslaughter, neglect after death at Human Development Center

At least six people are now facing charges in connection with the death of 21-year-old Zachary Moore at a Warren care facility last year.

Moore was a resident at the Southeast Arkansas Human Development Center on Sept. 7, 2025, when he died after being held in a face-down position for around 13 minutes and chemically injected.

The incident led to the firing of 12 employees, with Department of Human Services (DHS) Secretary Janet Mann admitting there were "significant issues" in the handling of Moore's case.

DHS later confirmed leadership changes and operations reviews were underway at the facility.

Moore's death certificate listed his manner of death as homicide and his cause of death as "physiologic stress associated with struggle and prone restraint."

Now, Chekiona Jones, Marquez Williams, Karen Furlough, Neeyo Harding, Mark Thomas, and Victor Booker are all facing charges of manslaughter and neglect of a vulnerable person in Bradley County.

All six will appear in court on March 30. It's not immediately clear if any of these people were in the group terminated by DHS.

The charges come as Moore's mother, Angela Stephens, is seeking a $725,000 settlement from the state for her son's death. Both Arkansas DHS and Stephens' attorney have declined to comment on the matter.
