The Bradley County Quorum Court met Monday, December 15, with all members present.
The meeting opened with the annual Levying Court, during which justices approved the levy of 2025 taxes payable in 2026. The tax levies were read aloud and approved unanimously before the Levying Court was adjourned.
The regular Quorum Court meeting followed. Dr. Kyle Day, a history professor at the University of Arkansas at Monticello, introduced himself to the court. Day is a Republican candidate for Arkansas House District 94, which includes the city limits of Warren. The election is scheduled for March 3, 2026.
The court approved the November meeting minutes and the treasurer’s report.
In his report, County Judge Klay McKinney addressed ongoing discussions with residents following the failed jail proposal. McKinney said residents generally understand the need for a new jail but opposed a tax increase to fund it. He said several possible options are being considered but added that he believes it would be best for the newly elected county judge to address the issue moving forward.
“The bottom line is we do not have a place to put prisoners right now,” McKinney said.
McKinney said the county is researching the potential use of ankle monitors as one alternative. Justice of the Peace Anders said several residents told him they believed the county already had a jail. Court members reiterated that the city jail closed 17 years ago.
McKinney also reported that white and yellow striping was added or updated on county roads 56, 33, 2, 80 and 41 using state funds. He said the project will continue in the coming weeks.
In new business, the court approved Ordinance No. 2025-12, adopting the 2026 county budget, and Ordinance No. 2025-14, approving an additional pay period in 2025. Ordinance No. 2025-13, the District Court Interlocal Agreement, was approved on the county side and will now be forwarded to the mayor for city approval. The agreement is reviewed annually.
The meeting was adjourned. The next Quorum Court meeting is scheduled for Monday, January 20, at 6 p.m.
